Norwegian Financial Mechanism and the Financial Mechanism of the European Economic Area (i.e. the Norwegian funds and funds of the EEA) is a form of non-refundable foreign aid granted to new members of the European Union, Norway, Iceland and Liechtenstein. These funds are associated with the Polish accession to the European Union and at the same time to the European Economic Area (EU + Iceland, Liechtenstein, Norway). In exchange for financial assistance, the donor states benefit from the access to the internal market of the European Union (although they are not EU members). The second round of the Norwegian and the EEA funds is now realized(years 2009 to 2014, the previous edition was carried out in the years 2004 to 2009), the amount available in this period of time for Poland is approx. 570 million Euro.

The main objectives of the Norwegian funds and funds of the EEA are: to contribute to the reduction of economic and social disparities within the European Economic Area and to strengthen the bilateral relations between the donor and the beneficiary country. The beneficiaries of Norwegian funds and funds of the EEA comprise 16 EU countries ? the 12 countries that joined the common market in 2004 and 2007, as well as Spain, Portugal and Greece and Croatia.

Priority areas in which the financial assistance is allocated are:
? Environmental protection and renewable energy
? Civil society
? Social and regional development
? Protection of cultural heritage
? Research and scholarships
? Capture and storage of CO2
? Schengen and internal affairs
? Decent work and tripartite dialogue
